Florida Home Insurance Rates Are Finally Falling. Here's What Flagler County Owners and Buyers Should Do.
For the last few years, home insurance has been the number one worry for buyers and owners in Flagler County. The news in September 2026 is better than it has been in a long time, but falling statewide averages do not mean your premium falls automatically. Here is what changed and how to take advantage of it.
What Just Happened
On Sept. 22, 2026, the Florida Office of Insurance Regulation approved rate cuts for four insurers, covering more than 62,000 policies:
- One Alliance North America: 10.4% cut
- Vyrd Insurance: 10.4% cut
- Safe Harbor Insurance: 4.1% cut
- Unique Insurance: 3.2% cut
Insurance Commissioner Mike Yaworsky said he expects more aggressive rate cuts going into 2027, with pending requests for reductions of up to 19.7%.
The bigger picture:
- Since January 2024, 48 insurers have filed for rate decreases and 53 have requested no change.
- Florida was the only state with an average homeowners rate decrease in 2025 (down 0.92%, versus a 5.5% national increase), according to S&P Global data cited by the state.
- Citizens, the state-backed insurer of last resort, is down to about 255,000 policies, from about 1.4 million in September 2023. Private insurers are taking customers back.
- The average admitted-market homeowners premium in Florida is $3,736, including wind coverage.
If You Own a Home in Flagler County
1. Shop Your Policy at Renewal
Citizens' own president is telling homeowners facing big renewal increases to compare private options. Do not auto-renew.
2. Get a Wind Mitigation Inspection
Florida insurers must offer discounts for features like roof-to-wall connections, hurricane straps, impact windows and shutters. If your policy does not reflect them, you may be overpaying.
3. Check Your Roof Age
Roof age is one of the biggest drivers of both price and eligibility. If you are planning a replacement, get quotes before and after.
4. Look Into My Safe Florida Home
The state program has offered free inspections and matching grants for hardening upgrades. Check whether it is accepting applications.
5. Do Not Forget Flood

If You Are Buying
Get an Insurance Quote Before Your Inspection Period Ends
Get it before, not after. A home with an older roof, no wind mitigation features, or a high-risk flood zone can cost thousands more a year to insure, and that can change what you can afford.
Ask the Seller for Documents
Ask the seller for:
- A current wind mitigation report
- A 4-point inspection for older homes
- The current premium and carrier
Newer and Hardened Homes Win
Homes built to current Florida code, and construction like concrete block or ICF with impact windows, tend to insure for less. That is one reason new construction and newer resale homes stay in demand.
The Bottom Line
The market is improving, but insurers price every house individually. The owners who save are the ones who shop, document their home's hardening features, and ask questions.
